Md. Mominul Ahsan is a Senior Management Professional with more than 24 years of experience has successfully established and grown private-public sector relationships to ensure maximum impact. He has successfully worked with reputed private sector, multinational companies including Sanofi-Aventis & Bata Shoe Company Bangladesh Limited, both leaders in their respective industry. Mr. Ahsan was promoted to Executive Director of Landmark Footwear Unit of Apex Group, a Syed Manzur Elahi Enterprises effective from February 1, 2014. Currently, he is responsible for leather footwear Production, Planning, Human Resources Management, Sales & Marketing and Financial Control of the unit. Mr. Ahsan served as the Group Head of Human Resources in Apex Group, one of the leading groups in Bangladesh and is working with Apex Adelchi Footwear Limited, Apex Tannery Limited, and Apex Pharma Limited. In this role, he reviews, analyses and administers human resources and compliance programs. He is also the Chairman of Accurate Consultant Limited (ACL), where he leads a team, offering a wide range of consultancy services to its clients in various sectors in Bangladesh like: Telecom, Foreign Development Partners, International NGOs, FMCG, financial institutions, and so on.
Mr. Ahsan served as a National Consultant for the International Labor Organization (ILO) from 2009-2013. In this role, he coordinated with leather sector, private industry stakeholders to get industry inputs on TVET policy, National Technical Vocational Qualification Framework (NTVQF), Unit of Competencies, Course Accreditation documents. He also contributed to the above as a member of the Industry Skills Councils (ISC).He then helped established Centre of Excellence for Leather Skill Bangladesh Limited (COEL) with the input and buy-in of stakeholders from donor community, industry & government. As the current CEO of COEL, he leads the team to provide one-stop skill solutions for the leather, footwear and leather goods sectors. As a result, the centre has ensured employment opportunities for disadvantaged groups such as women, youth and rural communities.
From his extensive experience, Mr. Ahsan’s expertise includes recruitment & selection including identify training needs, design and recommend relevant training programs, HR policies and processes, competencies and curricula for TVET, and performance management systems. He holds an MBA in Marketing, Post-Graduate diploma in Human Resource Management (HRM) and has attended numerous international programs in various capacities.
· Attended “South Asia Knowledge Sharing Workshop on Apprenticeships” hosted by ILO during May 13-16, 2014 at New Delhi, India
· Attended “G20 Experts Meeting on Financing Training” during December 4 – 6, 2012 held at the International Training Centre, ILO at Turin, Italy. In last G20 meeting in May 2011, Bangladesh became one of the four countries to do piloting on Skill Development (due to the priority given on skills development, and the presence of ILO, ADB and WB projects).
· Attended VSD Conference at Zurich, Switzerland during September 13-14, 2012. The Conference was organized by the University of Zurich, Switzerland in cooperation with NADEL and NORRAG.
· Attended “G20 Training Strategy Workshop” hosted by ILO in Turin, Italy in May 2011. G20 is now planned to implement ‘coordinated work by IOs’ in skills development in selected pilot countries. Bangladesh is now being considered as one of the potential pilot countries (due to the priority given on skills development, and the presence of ILO, ADB and WB projects).
· One of the major contributor for developing National Technical Vocational Qualification Framework (NTVQF)as the member of Industry Skills Councils (ISC).
· Contributed in TVET Policy as the member of Industry Skills Councils (ISC).
· Established Centre of Excellence for Leather Skill Bangladesh Limited (COEL) - The first legal entity of its kind in the country and an initiative of Industry Skills Council (ISC) of the Leather, Leather Goods and Footwear sector, COEL will act as one point service centre for skills development and productivity enhancement for the whole sector.
· Developed Unit of Competencies, Accreditation Doucument and Curricula for Technical Vocational Education & Training (TVET) accredited by Bangladesh Technical Education Board consistent with international standard.
· Ensured employment opportunities for disadvantaged groups such as women, rural communities, youth with low-literacy and disabled (more than 10,00 after its formal inauguration in June 2011).
· Attended ‘Learning to Lead & Manage TVET Institutions’ in a reformed CBLM environment through a study tour at Philippine organized by ILO TVET Reform Project during March 20 – April 1, 2011.
